It can be started by speaking with Riurk in Davons Watch. After speaking with you, head to the docks and talk with Liezl to gain access to Bleakrock. After arriving, head into town and go inside the main hall to find Captain Rena, whom after a brief conversation will send you to one of three places, of your choosing.
